This is shitty and stupid. With that said, the cars are a problem. This is the second year that Tara has permits to close side streets to traffic unless you can show proof of residence or have a visitor pass (which residents were given to give out). That’s a vastly better solution to the problem than trying to tell poor kids who live in shitty areas that they aren’t welcome.

My HOA is fine. Yes it costs me around 1k/year but that pays for the upkeep of the streets, lights and common areas like the entrances and pool/clubhouse. The bylaws prevent stupid colors or buildings out of norm. No rentals or AirBNB's. I'm as independent as it comes, but a decent HOA is not the end of the world.

The residents might be tired of being ransacked and want their own children to have a comfortable, safe neighborhood experience.
Good neighborhoods get swarmed... it isn't just the extra kids but the traffic in a neighborhood too. My neighborhood isn't special, but 15-20yrs ago it would be swarmed with cars and it kinda sucked.
IF the residents are cool with it, I see no problem. The no guests thing is pushing it, though. Guests are different from interlopers.

I'm definitely not about to deny candy to a kid who has no idea that they are apart of an unwelcome bunch. It's not the kids fault.

Screw this. How about a homeowner that feels like this is ok, simply make a stand, and if they don’t recognize the kid then don’t give them candy.
Let them identify themselves and make their own choice rather than the HOA willing their power over everyone.

My FIL, who grew up in Lake Vista area in NO ,said they had parties on Friday nights in their neighborhood community center, and only residents of that neighborhood could go.

Our hood is un-gated but the roads are private...
We get some extra kids in the hood but often from smaller subdivisions nearby. Hasn't been an issue.
Other than preventing guests, this seems reasonable for this HOA to do.

That’s concerning. We normally park the Econoline van just passed the little traffic circle off Camillia in River Ranch.
The kids all scatter and we meet back halfway through to dump our full Walmart bags and grab some empties and then hit Royalty Row again.
So much better than where we live. Full sized candy bars. Not Tootsie rolls or sweat hearts. It’s so great.

We get a lot of out-of-neighborhood types right at the end of the trick-or-treating time (often not even in costume). Our neighborhood has only one entrance/exit so it could work, but only if people cared enough to try to enforce it (hint: they don't).
We haven't had the property damage or traffic-lock issues though.

Seems like most people are okay with permanent DST.
If you don’t care about your kids getting run over in the dark. Then they can go to the bus stop in the dark.
The biggest problem is the vehicle traffic.
