In fact, in 1992, the speed of broadband, as detailed in state laws, was 45 Mbps in both directions — by 2014, all of us should have been enjoying gigabit speeds (1000 Mbps).


TL;DR: ISPs have stolen 400 billion from us and the assfricking has just begun.

I don't see where the tax was earmarked for that. The source is a link to "The Book of Broken Promises"....which doesn't exactly seem like a strong source.
