If she really wants a second chance, offer her 25 years in prison with no chance of parole. She will be free to do what she wants after that - well, free to do whatever it is that felons are free to do.

Well one of the kid’s parents clearly isn’t American, the other is an American below 25, IIRC, who renounced their citizenship, and the kid was born in a foreign country.
Not saying 100% “not a citizen” but the odds are against that kid being considered a citizen.

Not American. Her parents were Diplomats from Yemen so she is not American and not our problem. She was born in the USA to parents who were conducting government business for another country again she is not American.
