what portion of the blame for failing students is on the student's family? it has to be more than 0 and less than 100

I think the system doesn't help those students out much, but at the same time their is an attitude amongst this particular ethnicity currently that they shouldn't be trying to help themselves, but they should be helped by someone else.

so your claim is that the system is designed to keep the black man down, but I'm curious as to the racial make up of the school boards, council members, reps for these failing school districts

Bham being controlled by mostly black Democrats for the last half century has had consequences. Education is not near the priority that kickbacks and pocket lining have proven to be.

A ton. You also have to consider how many children were born into families that were financially and socially highly unstable to begin with...unplanned pregnancies, father not around....
Hispanics may have a lot of early age pregnancies without all the financial means, but they have a strong family structure.

The title is moronic on so many levels and couldn't be more slanted and wrong. You make it sound like they just went around the state looking for minority dominated schools to label as failure.
Want to know why those schools are labeled as "failures?" BECAUSE THEY ARE frickING FAILING!!!!
The fact that the schools are majority of brown people has ZERO to do with how they perform. That is unless you're of the belief that minorities aren't as smart as white people (which I don't believe BTW).
The reasons that those schools are failing are vast and all encompassing but skin color is irrelevant.

It gave me a headache too....then when I read it a second time, it occurred to me that this is EXACTLY what happened in Baton Rouge with schools in the early 80's.
Baton Rouge was a decent city to live in the late 70's-early 80's. Neighborhood schools were in full effect and everyone was happy. Problem was, the black schools complained that they weren't getting funded enough (and they were RIGHT...this WAS a problem that needed to be fixed). So in the early 80's, the famous desegregation ruling was made by a judge in BR. Then before long, the white flight started to occur, and here we are 35 years later and the schools are still as fricked up as ever.

This! It's not racism, it's socioeconomics and cultural expectations. I'm sure that Alabama is doing just as Louisiana is and blaming the schools. The politicians can't place the blame where it should rightfully go. It would cost them too many votes. The elephant in the room isn't going anywhere, I don't care what color it is.

When the school, lunch, books and uniforms are free, certified teachers are teaching the classes, and the administration is approved by the school board, the blame is around 99.5-99.9 % on the family and community.

I just looked at the data in the link and saw a piece of information that surprises me. I teach at a school that is currently 2/3 white, but our free/reduced lunch percentage is higher than about half of the schools on that list. We are a "B" school.
