Russia initially intended to fill the floating plant with nuclear fuel and test it near its St. Petersburg shipyard, in waters shared with Estonia, Finland, Latvia, Lithuania and Sweden, according to Greenpeace. After an outcry from locals and foreign governments, the plant is traveling without nuclear fuel onboard. It is moving through and around busy Baltic Sea waters before being tested in a more secluded area.

I'd be interested in seeing the size difference between this power plant and an aircraft carrier. And whether or not this power plant will be flanked with destroyers and subs to protect it

Carriers have supplied power to cities in the past. I’ve actually wondered why we have not done that for Puerto Rico TBH

Because the problem wasn’t generation, it was infrastructure.

And by itself, a carrier couldn’t even power BR.

It is highly probable that Russia will accidentally nuke themselves one day, and possibly nuke someone else in the same catastrophe. It'll make Chernobyl look like chemistry experiment.
