Could be a hybrid. Also, very stupid of them. They scared that bear right into the middle of the street.

Definitely a black bear, I agree. The claws alone give it away, but the shape of the head/muzzle - grizzlies are just built a lot more robust throughout, but particularly up front than black bears.
"Black" bears can be brown (in color). There's probably a joke in there somewhere.
