I finally went to my parents and just laid it all out, and luckily it coincided with my dad moving for work.
Tldr sometimes being strong just isn't enough.

Bullying can have a serious effect on a kid's psyche. If I ever had a kid and it got bullied, I'd bully the ever-living shite out of their parents.
People love the "it's just kids" thing. Well, we're just adults. I'd frick with the parents so much they'd want to give their kid up for adoption.

Maybe raise your kid to respect you as their parent enough for them to behave in a proper manner whether they’re in your presence or not? Absolutely terrible, and there isn't really a correct solution to it. You put the video up and possibly further embarrass your already suicidal child or you dont put it up and act almost like nothing happened and hope things just get better.
I'm just happy with all of the athletes, media, entertainers and celebrities that are sending him some kind words. Restores your faith in humanity a little.

I had the same thought at first, and I'm not even necessarily saying you're wrong. I was wondering why the Mom is filming him and not even consoling him at the least.
But I can also envision a scenario where this Mom has done everything she can, and she's consoling him every single day to no avail, and she's out of options and feels this is her last resort.

Damn, that is rough. No kid should have to feel that way ever. Especially a nine year old. Some of the older kids at that school need to man up and bust some heads the next time they see anyone picking on him. Take the little guy under your wing and give him at least one good friend. Most of the time that's all kids want. Just one good friend they know will have their back.

Be a parent and put the fear of God in their heart so bad that the kid will dread having to come home to the wrath that will rain down upon him. You let your kid know if you even hear that he looked at someone wrong or even thought about bullying someone else's child there would be hell to pay.
Parents who have that same "well, what are ya gonna do?" attitude are partly responsible for shite like this.

Man that was tough.
My biggest regrets are things I did to peers in school being young a dumb.
You don't realize the damage you can inflict being a a-hole to impress your friends or being cool.
I try to instill this in my kids everyday.

bullied at 9? That's pretty damn bad. I dont remember bullies coming on to the scene until middle school age.

Im speaking from experience.
My daughter got bullied by an older girl at her school for over a year, I went to the school multiple times, even with copies of threatening text messages the girl was sending her.
Nothing happened.
My last meeting with the principal, this bitch told me to go home and lets pray about it. Yes, she actually told me this.
My daughter came home with scratches on her arm, told me the girl pushed her on concrete. I said fk it, called the police and filed the report.
The school was then forced to get off their arse, other girls came forward and the girl was expelled.
So yeah, as a parent theres only so much you can do. This mom obviously felt at her wits end and threw up a prayer, hoping it would reach ppl who could help.
