If you're waiting to purchase LTC in your 60s, you're going to run that risk. Every situation is different, and it sounds like yours is personal, but in general, you should pay for the services as you go. If you use $500k in care, and you've got $500k in assets, who else should be expected to pay for it?
ETA - doing legal and moral things to protect assets is fine, but many folks cross that line.

Yeah I came here to say this same exact thing. But I have to think the auditor didn’t include the special needs cases, as those kids DO qualify under the rules. Plus it wouldn’t come close to explaining 80%.

Remember, the Legislative Auditors are a bunch of state employees, often with a political ax to grind. I have trouble putting much stock into their findings. All the people know who work in that office flamed out in public accounting.

What professions are these people in?
I'm in the wrong industry. I need to go back to school immediately for process technology.

This report was done by the Performance division which specializes in program evaluation. These aren't accountants.
