Here is the issue with the liberal mindset
They believe
These people behave less than ideal because they live in a bad environment. So the solution? Just GIVE the less than ideal behaving people nice things! Then suddenly they will start taking care of them and stop acting out and acting badly! Problem solved!
They don’t want to acknowledge the truth that:
These people live in crappy environments because that is a byproduct and embodiment of their behavior.
Behavior is chicken environment is egg
Not the other way around
And so we throw money and money and money and money (that belongs to me and you mind you) at a problem that will never be fixed.
We need to acknowledge the fact that this problem can’t be fixed and we need to move on.

I think you got that backwards from the point you trying to make.
I think it’s both. They’re born in a crappy environment with no parental support, zero role models, and no idea how to create a better future for themselves. Most probably wouldn’t put in the work anyway, but in their slight defense, they don’t know anyone that worked harder to achieve lasting success because the few that do move out the ghetto immediately. All they see is broken families, disdain for work and education, and that crime pays. Hence, that’s what they do.
