She could have easily pulled over to the shoulder and stopped before she pressed 'play' and innocent others would not have been harmed.

It is important to clarify in that case as well.

This was inevitable. No doubt not the first DUIP(orn) crash, and certainly won't be the last.
Distracted driving crashes, for any reason , should be treated the same as DUI/DWI. It's just as deadly.
