Had a similar situation. My teacher always walked around in skimpy clothes, bending over, flirting with the boys. She knew exactly what she was doing.

You're just asking for trouble when you hire teachers that young and so close to high school students age. You might as well be hiring hookers for high school students.
Young ladies like her belong in primary school teaching the toddlers and little kids, not high schoolers with all the raging hormones and horniness that follows them around.
To teach high school, you should be at least 28-29 years old; there's a reason why the adult mind doesn't fully develop until 25 years old.

What's sicker is she's an actual graduate of the same school just 5 yrs ago. Only 25k people live in the entire county, its quite possible she's know the kid she raped all his life.

Don't know about Kentucky but in an abuse case in Alabama a blowjob would be considered sodomy.
