Well...a lot of those emission reductions were due to legislation.
A lot were also due to improvement in technology as well.

I have difficulty believing that all the climate scientists in the world came to the same consensus for this reason. Polar vortex is the strong jet around 60 N that moves east to west. Keeps all the cold bottled at the poles most of the year. When the flow is disturbed, it'll send lobes of frigid air down into North America and Eurasia.
When people say "polar vortex" they mean arctic air made it's way south because of a disruption.
That cold air can make it very far south (to us) if the NAO is bigly negative phased and the PNA is positive.
Which reminds me, winter is dead in the SE. Get ready for crawfish. The PNA is holding strong negative. Southern jet is king. Feet of snow for the Sierras, coastal Washington on tap for a potential once in a generation snow storm.
We gonna be warm.
And finally, global warming is real and humans are having an effect.
