I think any government official who had a hand in this shutdown needs to forfeit their salary until their jurisdiction is opened back up.

No, I didn't. I just don't understand how it's been steadily rising with all the news of the unemployment numbers and other economic turmoil. Makes no sense to me.

Because the number one cost to business is salaries. When salaries are dumped due to layoffs, you usually see stocks increase.
