Have you ever been to a Central American country? The police don’t need to kill anyone - there’s enough death through disease, hunger and poverty. Children live in a dump in Guatemala bc it’s safer than an orphanage.
Plus plenty of the stuff is done under the table. In Central America - the police aren’t going to interfere with the cartels. I know for a fact in Mexico and Guatemala the police and military are funded by the cartels. If the rival gang members kill each other off, and the police get paid - who cares?

I would rather be right here in the USA. I know things aren’t perfect, especially concerning the government and police but I’ll take my chances here. I’d rather have to worry about a rouge cop vs constantly worrying about a suicide bomber or a Communist Government that can make me disappear and no one would say anything because of fear.

The truth of the matter is that it takes a very specific set of actions, by you, in order for you to have to worry about a "rogue cop". Despite what our dear leaders say, cops are not just showing up at random houses shooting people. You still, even in 2021 USA, have to try really hard to get yourself killed by a police officer. Anyone who says otherwise is full of shite.
