re: 13-year-old raped by inmate during Angola rodeo

A few points here.
Murder is one of the lesser crimes that will land you in Angola. Most all of the inmates there are there for some form of violent crime.
Some of what I have read on the current situation leads me to believe that the 13 yo "gave consent," even though she isn't old enough to legally do so.
A large portion of the rodeo patrons are made up of inmate family, friends, and love interest. A couple decades ago, it was not uncommon for bike gangs to attend the event.
Many inmates have access to money, drugs, favor, and criminally minded loyalists on the outside. That is eveidenced by the amount of contraband that flows in each year.
In the black community, a blind eye is often turned to a mature, even married male chatting up a pre-teen. That is, as long as her mama is getting help financially. Whether you like it or not, it happens.
In my opinion, this was no grab a child and rape her sort of rape. It was planned.
Still rape though. If convicted, he'll lose any hope of the freedoms he had within the prison before it happened, but life is life.

Most of Angola inmates have life sentences. The ones on "good behavior" get to participate in the rodeo/hobbycrafts.
There is a small handful that are in the hobby area and allowed to interact with visitors without a barrier; most of whom are older guys that have been there a while.
There is an inmate only restroom and several restrooms for visitors. There are armed guards EVERYWHERE.

It appears this possibility has not been eliminated. But obviously doesn't minimize the gravity of the situation.

A. It’s a good way for prisoners to develop social skills that they lack.

That's not what I'm saying. The way I read it is that there's a possibility she was a willing participant. Again still makes this a very sick situation.
