There are about 27 teams and that need an “impact TE”. I’ll take one that can just catch and hold on to the ball.

Several reasons:
Klein wasn't what we thought we we're getting (no surprise) and is coming off an injury.
Anzalone is coming off yet another shoulder injury. Very promising if it heals right though.
Robertson and Te'o are on their last year. Robertson is getting up in age.
Clearly high on Davis but we don't know if he'll keep that level here.
So yeah maybe our LBs are good enough for this year, but we definitely need one or two long term depending on how other things shake out.
TE is sort of in a similar spot:
Aging TE on last year of deal.
TE coming off an injury and hasn't been what you wanted.
Two other TEs on their last year.
It's no wonder Payton mentioned these two as needs.
We also still need a swing tackle or interior lineman (Peat filling in where needed).
Other than that it's maybe a guy for depth here or there and an upgrade if we can find one (which will be hard to do without trading into the second or upper third round).
I highly doubt we keep all 6 picks we have left and sit still. I see one more move up at some point.

Definitely need a TE if right one available.

At this point this team doesn’t really have any needs. There are positions you may want to bolster, but there’s nothing you HAVE to have.

Quality pass rushers are a scarce commodity. Players at some of those other positions are a little easier to find. Supply and demand.

He didn't list the wants but that could be about anything really.
Pass rusher was listed as a must since 2015, 4 years running. Payton didn't want to frick around with it anymore and found the guy he was willing to trade up for.
