Because the Rooney Rule is idiotic. The Saints know they want to hire Bill Parcells, everyone in the world knows the Saints want to hire Parcells, so why should a black man be required to submit himself to an interview that is not only a waste of his time but is actually rather humiliating. He knows he's not going to get hired but he still has to sing and dance for the white man.
I hate the Rooney rule so I will complain about it every chance I get.

I gag every time I hear some analyst applaud for the damn thing. It doesn't do a damn thing but waste peoples time, but hey some like to be willfully ignorant.

The Rooney rule is a joke, but people (mainly ESPN "analysts") will point to Mike Tomlin & spew their nonsense about how well the rule works.

Can't they just "interview" some random black guy off the street and then just tell him "thanks but no thanks"? Then they can reward him with an autographed Brees jersey and call up Parcells.

A legitimate candidate would know the interview is just a fraud to bring in Parcells. Why would they waste their time going through the motions?

Yep. A team if going to hire the coach they think is the best, whether he is black or white. There's too much money to lose by hiring an inferior white coach, if they think the black coach is better they'll hire him without giving a fake interview.

Circulates their names in the headlines for coaching gigs. You get to interview with an owner and GM, never know when that can benefit you again down the road. Younger guys get to practice their interviewing skills and again gets name out there and helps network around the league. Nothing to lose.

Rooney Rule doesn't apply to interims when they are promoted from within. Anytime you are hiring a head coach, the Rooney Rule applies. Even when Jerry Jones knew he was promoting Jason Garrett from within and he even served as interim coach, they still had to comply.
I'm guessing the application here is that they are bringing in someone from outside the organization. Maybe Curtis Johnson would throw them a bone and sit for an interview. It would certainly get the "Tulane" name in the news a bit.

Let's say the Saints want to bring in Tony Dungy or Herm Edwards for an interview. Those guys aren't stupid and would know they were just being used for Rooney Rule purposes. They would quickly turn down an interview opportunity.
