Yep. A team if going to hire the coach they think is the best, whether he is black or white. There's too much money to lose by hiring an inferior white coach, if they think the black coach is better they'll hire him without giving a fake interview.
THIS IS WHY THE ROONEY RULE IS bullshite AND POINTLESS! Amen F Machine!

i like mine...
Joe Horn
He's already spoken out against the NFL on the matter. I'm sure he could make a good show of it and rub it in the Commissioners face.
JOE HORN PRESS CONFERENCE afterwards
Thank you for coming today. I first want to thank the Saints for inviting me to be considered for the interim head coaching position. My greatest NFL memories are here and it is an honor to still be associated with this proud organization. <his cell phone rings and he answers> "$500? No, no, make it more. $1000 if it is a divisional game." <puts phone away> As I was saying... I have thought long and hard about the idea of being the coach of the Saints. We had a great meeting. I am still in discussion with them giving my advice on several particular team matters <cell rings and he answers again> "Rodgers? Yeah. Newton? Yeah. Eli? Not sure. Ryan? (laughs) No, nothing at all. Don't worry about him. Okay. <puts phone away again> Sorry about that. As I said, I have been in ongoing discussion about team matters. As to the head coaching position though I am afraid I will have to remove myself from consideration. At this time I must put all my focus into developing my new product. <puts on apron and displays bottle> Joe Horn's Cajun Classic BBQ Sauce! yes, this delicious homemade recipe is now available to you...

Can't they just hire him as a head coaching consultant or something like that and get around the Rooney Rule?

I wouldn't call the Rooney rule racist
yes it is, where is the rule stating that you have to at least interview a "white" candidate.
If a certain race or ethnic group has a rule that makes an owner have to at least interview a candidate that may not be qualified as someone from another race then its racist.
