he was not

though he did have 2 members of his regular crew last season with him in that game...

alas... 1 of those 3 who should have had the call that day was on Vinovich's crew throughout the regular season... he was the 1 who never had any intention of throwing that flag

the 3 officials who SHOULD have made the call and which referee was their crew leader throughout the 2018 regular season

Down Judge Patrick Turner - Tony Corrente (he reached for his flag but never threw it)

Side Judge Gary Cavaletto - Bill Vinovich (never gave any indication he was going to throw the flag... and in fact... his actions may have kept Turner from throwing his flag)

Back Judge Todd Prukop - Tony Corrente (he could've perhaps thrown the flag... but was probably not in the right position to see where the ball was when contact was made)

ETA: the referee has the quarterback. Once Drew releases the ball and is no longer threatened THEN The referee can help elsewhere. There is ZERO CHANCE a referee would EVER have thrown this flag because by the time they could get their eyes over there, they wouldn’t have seen all of the action to know what happened. It’s amazing people think the referee should have thrown a flag. Amazing

ETA: if you downvote you just are a complete moron who needs to look at football officiating mechanics. The crew missed the call, absolutely. But it wasn’t Bills flag to throw

This may be true about the PI; however, he was already looking in that direction for the helmet-to-helmet and had a clear line to make that call.

This caps it all off. Rewarding him for not doing what he's paid for, making the correct calls. It's the NFL thumbing its nose at the Saints.
