Those don't look like skid marks to me...more like tire tracks that have rolled through some dark liquid. Left tire has gone through liquid, right is not clear due to lighting. Look at beginning of tracks.

Has helped Hayes overall, as in it has done more good than bad.

Powerful stuff there. Maybe he just threw shite at the wall and banked on the hope that smith did have a gun and now hes getting the payoff. Maybe hes telling the truth and the gun was brandished. Maybe hayes had another gun in his car so by saying "there was another gun on the scene", he never said anything false.

Yes, he is an crazy THUG. Crazy probably a key-word. Mental illness is a reality, but it is such a broken system, getting it fixed may require actions fit for a post-dystopian movie script.
I actually think we're at the point that if it's ever going to be "fixed", the city's population will need a re-set. The uneducated, forgotten about, fatherless, self-governed 'hoods are full of "leaders" that simply won't allow the cycle to be broken.
To talk about the idea that we only care when it's someone we know--yes, to a degree, that's only human nature. But the victim was a hero. He'd passed on a thousand opportunities to be a thug, and worked hard to become a family man. A community-minded servant, using his fame and fortune for good things.
