the cap is kinda projected to stay in the low 100's so it shouldn't be much more

That's what the max salary does, it gives teams a discount on star players. That's the direction the league felt it needed to go in a few decades ago when Kevin Garnett getting the first $100 million contract scared the hell out of the owners.
If Holiday was a few million less per year it'd seem fine in a word where the max players are getting $40. So he's not that overpaid.

Hope this means we have a shot at Miles although the news today that the Nets are interested in him is a little concerning as they'll probably offer him around $10m unless they do decide to make a run at KCP

Is Frank Jackson even going to play this year?

Probably not. 1 and done PG's almost never contribute their rookie season.
The MLE allowed them to sign him to an extra year from what I understand. So we get him on a 3 year contract, instead of a 2 year one. The third year is partially guaranteed. By adding the extra year they get full Bird Rights.
So basically, if he is good, we get a bargain and negotiating power. If he's bad, we can move on as normal.
I think this shows they really believe in Jackson. like the fact this is a guy Jrue and Gentry personally scouted. (Jrue played pickup with the Duke guys when he was in Durham with his wife.) Seems like they have a lot more info than usual.
