There's only one fitting answer, and it's the best-selling country artist of all time, who started as a rock 'n roll best seller:

The late, great Conway Twitty.

George Jones or Merle Haggard. Waylon is probably third, although I like more of Waylon's songs than the other 2. I was never a huge fan of Johnny Cash or George Strait. Willie almost certainly the best songwriter of the group, but probably the worst singer - the "Bob Dylan" of country.
This is almost exactly where I am.

In terms of influence, I would have to say Hank Williams. He had such a huge impact on the whole landscape of not just country music, but music in general. Many, many singers after him, across different genres, grew up listening to him and were influenced by him. His songs have stood the test of time, and I believe he continues to have an impact today. For such a relatively short career, he changed the whole game.

"King" implies gender specific. The greatest, male or female, is Patsy Cline.

Eta: however according to Spotify, Alan Jackson is the best ever. Real hard to argue with Alan Jackson.

Came to post this. He had 34 #1 songs and 60 top 10 hits and wrote a majority of them.

He had upbeat radio songs and also great ones like "Drive" and "Small Town Southern Man".

Hank.

If it wasn't for Hank, many of the other names mentioned in this thread would not have ended up in music.

There’s always a first. Hank was that first. Can’t take that away from him. But his life and his vices take the King title away from him.

What could he do with his voice? What styles could he blend? We will never know. That matters.

George can be King. How many songs did Elvis write?

Merle

To be more specific this is what I focused on...

Who was the actual greatest country singer?

I think Merle had the greatest for the longest(got better with age) country singing voice hands down.

Took me years to appreciate his phrasing and wonderful voice that just puts a Stetson on top of country music.

Hank didn't have the body of work to be named the king. He did a lot in a few years but not enough to cover a lifetime which is a better judge of a career.

Can't find the Spotify list, I'm guessing that's the most streamed artists?

Billboard's Hot Singles has the following as total #1s:
George Strait -- 44 #1s, 86 top 10s
Conway Twitty -- 40 #1s, 75 top 10s
Merle Haggard -- 38 #1s, 71 top 10s

Check out this Conway concert from 1970. He opens with a Merle song so Merle kicks his arse by default. However the drummer is awesome. LINK

I will state the unpopular opinion that George is vanilla and uninspiring. Very watered down to appeal to the masses.

Merle so far is king of this thread and is also king of country. He had real life experience of being poor and served time in San Quentin. This carried over to his music. He was a singer songwriter and did not have to rely on others to write milk toast songs like Amarillo by Morning so he could vocally interpret. He wrote and lived songs like Footlights

I cannot disagree, but even with me not putting him in my top 5, he may have my favorite country single of all time.

I agree with all of this.
