There are a lot of people listed here that would have never become who they are without having Mick Jagger to imitate!

I get it. Jagger is not on my top 10. He is a legend.

Agreed. I’m a little on the younger side so my concerts where I was seeing guys in their prime started mid 90s. Very few had that true rock and roll charisma. On off nights he was a mess but when he was at his best you might be able to slide in a guy like Scott Weiland, but he was no Freddy Mercury by any means. Guys like Vedder, Maynard, grohl or even like a chino (trying to hit relatively household names)just weren’t cut from that same clothe (for better and worse)

Don't care for the Stones but Jagger is unreal live. Never stops moving.

Paul Stanley from the 70's. Voice is shot lately.

I base mine on far much more on voice and range. It is all about persona.
Well, then, I can't really see how you have Mick Jagger so far down the list, then. I mean, realistically, it is (in no particular order) Plant, Jagger and Mercury, with everyone else on the outside looking in (there would be an entire Tier 2 of guys like DLR, Maynard, Phil, etc.)
As another example, Jimi Hendrix doesn't really belong on this list, as he was only notionally fronting a band. However good the Experience was, it was all about Jimi and the guitars.
Finally, you're all over the place - you say vocals and range are only part of it, but have Layne Staley in your top 10? FFS, Layne Staley wasn't even the "front man" of his own band - Jerry Cantrell was.
That's part of the problem with Daltrey on your list - while certainly more of a front man than Staley, he split duties with Townshend - particularly the vision part which I consider very important. This can be said of Plant and Page, but during the band's heyday, Page was deep into heroin for extended periods and Plant had to carry enough of the load to qualify him as one of the top (arguably the top) - and there is a similar argument for Jagger and Richards.
Gun to my head, I put Mercury in the #1 spot, but I recognize that if I was just 5 or 6 years older, Plant or Jagger could easily come out ahead.

Freddie & Axl GOATs.
But like others have said, Scott Weiland was phenomenal when he was at his best. Some call him the last great rock front man.

Of my lifetime (I’m 43) I’d add Chris Robinson of the Black Crowes in the list somewhere. Since I’m somewhat learned, I’d say you have to have Rod Stewart and Mick Jagger too, since Chris totally stole their shtick. For me top 3 all time is probably Mick Jagger, Robert Plant, David Lee Roth. I like my rock and roll frontmen greasy and dirty and boozy.

Lot of greats would add:
Jim James
Joshua Hommes
Chino Moreno
Jack White
Iggy Pop

I feel like Ronnie Van Zant is terribly under-rated on lists like these

but the category of frontman has to belong to David Lee Roth.
When VH hit it big in 1978, no one had seen anything like him at the time.

Saw him once in the late 90's right after he got out of rehab and he was on fire.
