No idea how the best would even be determined, but Trey Anastasio and Mark Knopfler are my two favorite.

Slash would not even make the list. You must be very young.
Eddie Van Halen
Gary Moore
Randy Rhodes
Steve Vai
Joe Satriani
David Gilmour
In no particular order

I think the answer would be the A list studio players from LA/Nashville
So oddly enough whatever unknown guitar player played on the latest Miley Cyrus album is probably “better” than anyone that has been named

How has Billy Strings been omitted so far?

Dimebag
Brad Gillis
Eddie Van Halen
Honestly, this is impossible to do. There are so many...

Slash is a hack
Zakk Wylde answered best in the Music is Win interview as someone mentioned above - it's who you like and how is your favorite. Whoever inspires you
My current/past favorites:
Eric Johnson
Joe Satriani
Tim Henson (Polyphia)
Aaron Marshall (Intervals)
Marco Sfogli
John Petrucci
Tosin Abasi
Mark Tremonti

Michael Schenker still top 5
Gotta put Iommi in there for his riffs alone

Best in the world from a speed/technical standpoint? Probably some obscure, unemployed Asian savant on YouTube playing a $10,000 nine string guitar with lightning fingers for hours and hour every day. Or an unknown Nashville session player like someone else mentioned.
Personal favorite is John 5. Unique style and “chops” for days.

Quite possible that Jeff Beck is the most proficient player out there today.
