I don't know about best, but to me most heartbreaking, given the circumstances and who it was written for, is Clapton's Tears in Heaven.

I have trouble listening to that song. The thought of going through that as a parent is very hard for me.

Mainly b/c it's not a tribute song.

Its subject is not Buddy Holly, but rather the baby boomer generation that came of age after his death and the "End of Innocence" (adulthood is always the end of innocence)
