I read this thread's title and logged-in to vote Lynch. I had the pleasure of seeing him perform live at Clicks Billiards, back in the day. There's some amazing riffs and solos on those Dokken records.

RR was 23 yrs old when Blizzard of Ozz was released. One of my greatest concert memories is seeing Randy play live.
I can listen to Blizzard and Diary all day long

Sadly he left this earth way to soon at 25 yrs young

You could make the case for several guys. Lynch, Rhodes, etc.

I'll throw out a few that never seem to get recognized in general discussion.

Reb Beach
Paul Gilbert
Vernon Reid
Akira Takasaki
John Sykes

Reb Beach never gets the respect he deserves. He's awesome.

Tom Keifer deserves a mention for Long Cold Winter alone.

Purely from a technical standpoint, it is probably Yngwie Malmsteen or Satriani.

A lot will depend on how far we extend hair band? Are the NWOBHM bands, by extension, incorporated into the "hair band/hair metal" scene? Do we only include Def Leppard from that group (and not Maiden or Priest)?

Ditto for Van Halen.

Assuming we consider at least Def Leppard, then Phil Collen is right there at that top tier. If we consider Van Halen, obviously Eddie is one of a kind, too.

But, I would also consider, after Malmsteen and Satriani, Collen, EVH, Lynch and Vai would all be right on their heels. If we expand just a little bit more, Eric Johnson and Neal Schon would be in that same category as well.

Realistically, there were about 100 guys out of that scene who could have played with anybody.

Steve Vai
Joe Satriani
John Sykes
George Lynch
Reb Beach
Vito Brata
Jason Becker
Paul Gilbert
Andy Timmons
Nuno
Adrian Vandenberg- Dude never gets any shine from the '80s. Saw him and Vivian Campbell with Whitesnake.

GCT mentioned Vernon Reid, I wouldn't really classify Living Colour as a hair band, even though they caught the tail end of it. But Vernon is a fricking monster guitar player and one of my favorites from the '80s.

Nuno Bettencourt (Extreme)
John Norum (Europe)
Adrian Vandenberg (Vandenberg)—this cat could solo like nobody’s business. Every solo on their debut album was absolutely amazing.

I don't think he's the best, but always thought CC Deville was the most underrated.

The hair metal era had such excellent guitarists paired with mostly podestrian drummers and bassists. The 90’s had amateur guitarists, but some seriously good bassists. Pop punk had amateur guitarists and bassists with elite drummers. It’s a shame so few bands really maximized 80’s guitars with premier bass, drums, and vocals (modern metal doesn’t count because it’s basically all pig squeals).

Iron Maiden is probably the closest to your ideal here, then.

To be fair, they all look gay. This was also pre computation. They´d probably all be programmers now.
