I think he's calling it a ball because the pitcher has to engage with the catcher by looking within a certain time.

That is not true. The umps down the line have a better look at it. The plate ump HAS to check if the catcher asks.
When the catcher asks down the line he has to check. Even if he thinks he didn't swing.
