I had heard rumors they wanted to have a whole bunch of Batman's rogues gallery in this. But I'm taking some of that with a grain of salt -- especially Dick Grayson showing up. shite, there was either talk about David Tennant playing the Riddler in one of the Christopher Nolan movies or it was something Doctor Who fans were trying to jump-start.

Why does every villain need to be in the movie? This sounds more like an Arkham game. I'm guessing most of those will be cameos with about 30 seconds of screentime.

I believe the rumor is that they are doing the Long Halloween plot, which would involve a lot of the villains

That's a really good cast. It also seems like they're packing in pretty much all non-Joker villains.
