For a hero, Katniss was incredibly weak.

Kim Basinger as Vicki Vale in Batman.

Between Willie in Temple of Doom and Vicki Vale in Batman, weak female characters in movies are annoying as frick.
The character played by Carey Mulligan in Drive (2011) was somewhat weak, but it was a solid character for the main character (Ryan Gosling) to fall in love with.

Knives Out. The bitch who was double dipping in the tuition. Her daughter too.

Kristen Wiig in WW84, was not remotely a strong enough character to pull off a WW crusher in what was matter a matter of days

The woman arranged (Imani?) to marry Akeem and the girl arranged to marry his son in Coming 2 America.

During The Great Freeze of 2021 all I did for a solid week was cook, drink, keep generators running, load up the fireplace and watch movies/tv. So I’ve got a few answers to this question fresh on my mind
Jenny- Forrest Gump
Darcy- Varsity Blues
Tina- Return of the Living Dead
Mattie Earp- Tombstone

Trainee Judge Anderson in Dredd.

A deeply unlikable character was played by Jennifer Lawrence in American Hustle. She was not weak but she was emotional, stupid, and whiney. She was balanced by Amy Adams part and she was well acted (easy to hate).

The girl in Baby Driver was pretty much a damsel in distress. She wasn't any of the irritating things you mention, but she was certainly not a "strong woman" character.

Once again, Naggie Maggie G. sucked the life and fun out of the movie in Crazy Heart. Luckily Jeff Bridges was able to pick up her slack.

All time has to be Adrian Balboa.

Padmé Amidala is another like Katniss...
As for typical weak girls, Mary Jane Watson played by Kirsten Dunst comes to mind

Lily James was very attractive in Baby Driver
To answer OP’s question, it’s actually surprised me how many good female characters we’ve gotten over the years. Gotten some bad ones too, but those can be chalked up to agenda pushing (rather than focusing on their character) and poor writing.
