If anyone came off, it'd be Swearengen for Omar.
ETA:
BoB is my all time favorite. But - I'm not sure a single character stands out like these other examples. That's a collection of characters, or a "band" if you will. Dick is great, but I don't have him up there with the others that really dominate my thoughts when I think of a show I love.
I also don't think any GoT characters, except mayyyyybe Jon Snow, make the list.

This is a good thread. Choosing a Mount Rushmore list:
Tony Soprano (The absolute icon of HBO television)
Marty Hart (I understand Rust Cohle is an amazing character, but Marty banging Daddario, Lili Simmons, and Monaghan. He's 100% on the list and I'm beyond shocked not one poster included him)
Omar Little (Perfect representative and symbol of the entire show)
Tyrion Lannister (Poor guy was behind the 8 ball being a midget and still made a name for himself)
Others I considered:
Rust Cohle (he's amazing. I get it. Iconic character)
Clay Davis (He's fricking hilarious. Also shocked he didn't get a mention from anyone. Shiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiit)
Jon Snow (just think he's a humble, likeable guy with a lot of bravery and courage throughout the GOT history)

I just think he's up against too stiff of competition on his own show. Though if you are voting based on hot chicks he's banged then es, he for sure takes it. Marty is great, Rust is iconic.

I know I'd be in the minority but if I'm picking just GoT characters, I'd go Arya. But I can't bring myself to include any GoT characters just based on how bad the ending was. So many characters were ruined for me. Tyrion being one of them. Of all the bad endings, I think I might dislike Tyrion's the most. I could rant about that for a while.

I think I'd probably have Bunk Moreland in my top 10. Two The Wire guys in the top 10. Unless I missed it I'm surprised nobody put Stronger Bell or McNulty.

Wire is my favorite show and I think it's either Stringer or Omar. Or maybe both. Lots of great characters but those 2 stand out to me.
Plus the Allstate guy from Oz if we go way back

My personal list would be:
Pauley Walnuts
Ari Gold
Chalky White
Kenny Powers
Crazy it took this long to see someone put Uncle Baby Billy, but my pick would be Judy Gemstone if I had to pick one from Righteous Gemstones.
It is very hard not having anyone from Curb, GOT, or Righteous Gemstones but I think almost the entire cast of all of these shows were great.
