The people/creatures he touched and changed before were dead. Arya wasn't dead, Bran wasn't dead.
Edit: I guess the Craster babies were alive... hmmm I don't know. Weren't they changed immediately?

Crastor’s babies weren’t dead either but then again they’re babies so who knows.
Also this actor (who is also a stunt guy) hinted at a NK sword fight scene a few seasons ago but that didn’t happen either.
