Problem is that Deadshot is pretty much the single character most associated with Suicide Squad not named Amanda Waller.
Best way to do it without replacing Deadshot would still be to bring Idris in but make him Bronze Tiger, as Tiger was typically either squad commander or the number two behind Rick Flagg.

The working title for SS2 while it's in production is "El Dorado".
I'm hoping that it's a take on Howard Hawkes' El Dorado/Rio Bravo/Rio Logo theme with the Suicide Squad taking over a precinct/jail and defending it against bigger bad guys and not a search for a city of gold.

I think it'll be more along the lines of their letting directors that they trust have selected mass-team-ups, instead of a big Infinity War.
We already have two team movies underway, both set in the DCEU, with Harley in one if not both. The hard scheduled DCEU is gone, but the fluid version with non-universe movies peppered in is here to stay.
Of course, every time someone sees a sensational headline about the death of the DCEU, we'll get another thread. Even though there will be DCEU movies in production when they make the thread. It's not like we're not going to get two more Wonder Woman movies and at least two, if not three more movies in the Aquaman universe. And it looks like Shazam will get greenlit for a sequel, possibly within a month of its release.
