That's a super vague standard and still not applicable.
Theres only 1 person in star wars canon that was reach to bring back and that was darth maul who appeared in clone wars and rebels. How he survived was explained though and fairly believable.

I mean, there are apparently Snoke clones in this movie. How about just have had Kylo kill the clone and not the original Snoke?

Heck, they could have taken a page from Stargate SG-1; have Luke and Palpatine basically Ascend into higher spiritual beings, gods of a sort. Palpatine does this first and threatens the Galaxy, Luke then ascends and stops him by locking into enternal conflict (neither can defeat the other, but Luke can keep him occupied while mortals go on about their lives).
You talking about Anubis? You're forgetting about Adria and the Ori in the following season.
I know it's not a perfect fit, but if you want to bring Palpatine back, and then do something to resolve both him and Luke, while at the same time show respect to both characters- that would be one way to do it.
