Billy played the role incorrectly to me. Or it was written incorrectly at a minimum.
Office and Brooklyn 99 did a great job of having a gay character that wasn't in the least bit annoying or a side character that you cared about. My wife was watching some freeform show (maybe cruel summer?) and i came in for a second and said "that guy is the token gay black friend isn't he?" and she laughed and said yes.
Parks and Rec did such a good job of making the audience want the best and rooting for all the characters at the end. Except Billy.

I'm fully convinced Jason Mantzoukas just show's up on set, rants about whatever he wants to rant about, and then they edit it to look like he's actually doing something vaguely related to the plot.
