Is Marcellus Wallace considered a villain? If so, he might be the coolest. Not sure about greatest, though.

Robert Mitchum, a truly great bad guy.
Take your pick from Night of the Hunter or Cape Fear.

This is probably the right answer.

Maybe not overall, but definitely near the top of the evil cop club.

Hannibal Lectern is about as scary and threatening as the Sta-Puft marshmallow man in Ghostbusters. To this day, I can't believe the praise that movie and his portrayal get. His cheesy, over the top, hammy portrayal of a supposed criminal genius was laughable. Literally. When I watched SotL I broke out into audible laughter when he would chew the scenery. The fava beans and Chianti line far outpaces "Martha!" as laughable Hollywood dialogue. Just cringe worthy through and through.

Jenny was mentioned but she isn’t the villain in how the story was written. Hell Forrest is more the villain in the story.

Not much bothers me, but her "hobbling" that dude made me flinch.

I've run both of the locomotives from the movie.
They didn't take off on me.
