No, she's an American. Her family escaped the USSR in 1989 as refugees to the United States. She was two years old when that happened and has since gained her American citizenship. Amy Shira Teitel was born and raised in Canada and remains a citizen of Canada to this very day.

She's not an ethnic Uzbek, though. She's Ashkenazi - Vayntrub is the Russian form of Weintraub.
(ETA: And Soviet-born is accurate, as she was born in 1987 within the territory of the USSR, specifically, Uzbek Soviet Socialist Republic which existed from 1924 to 1991.)
