Mickey Mouse - iconic, started animation effectively

Bugs Bunny - also iconic, started another wave of animation

Homer Simpson - iconic, popularized adult animation

I think you just stop there as there’s a deep drop off

Next tier:
Pikachu
Cartman
Scooby Doo
Minnie Mouse (first major female character)
Snow White (popularized movie animation)

I feel like this should be broken down into categories:

Movies: (like Snow White, Lion King, etc...)
Series: (like Flintstones, Simpsons, etc...)
Classic: (like Mickey Mouse, Looney Tunes, etc...)
Saturday Morning: (like Smurfs, etc...)
Comic: (like Peanuts, Garfield, etc...)

Simply using "Animated" is too broad.

Charlie Brown should be up there. Peanuts was the dominant comic strip and Charlie Brown Halloween and Christmas shows are as iconic as any cartoon shows ever made.

#4 is tough. Scooby Doo, Homer Simpson, or Tom & Jerry.

Little known today is that Porky Pig predates Bugs Bunny and is the only surviving character from the beginning days. Characters like Bosko (the first Looney Tunes character, Buddy, and Beans were phased out early.

You could make the case that Porky Pig belongs up there.

My personal GOAT is Foghorn Leghorn. Love that character.

Pikachu is technically anime so I'm not sure if you include him. If we do include that than absolutely it's Pikachu for the fourth. Dude is far more than just an American icon like some other suggestions he's the mascot of the largest media franchise in the world
