Elvis in I believe his first screen appearance. Classic good boy trying to stay out of bad times in steamy New Orleans. Its in black and white, but Elvis really shines. Singing about cra-haw-haw-fish. This sprang to mind so quickly I do have to admit its a tie in my mind between this and streetcar.

Panic in the Streets - as previously mentioned, really great shots of the port area and Decatur Street.
Down by Law - great character movie(Tom Waits' best role to date). First half shot in lower FQ/Marigny.

Deja Vu was filmed right after Katrina and they kept things confined to the quarter. I think Benjamin Button did a better job of incorporating areas and makes New Orleans look absolutely beautiful.
