He uses it in the comics, so it stands to reason they will work to keep it at least kinda close to it. He wouldn't be able to throw it like original Cap could, no matter how much training, without something augmenting him (serum, suit, whatever).

As far as Cap vs Hulk, honestly strength means nothing - the difference between Cap (Steve Rogers) and Hulk is so vast that it's not really much different than me vs Hulk, strength wise. Now, that being said - AVOIDING the Hulk through agility is something Cap definitely can do (and I cannot - I'd be a bloody smear in the amount of time it takes the Hulk to clear the distance). Sam's wings grant him a level of mobility that probably helps offset the lack of serum - but ONLY in the form of mobility, and only in spaces he can use his wings.

First off, it's not Hulk. It's imitation Red Hulk, which (spoilers) isn't Banner.
Second, Steve, using the shield, withstood a stroke of Thor's hammer. With Thor wielding it. And then Steve stood up to Thanos, holding him back, briefly, bare handed. ( Before getting rocked with a right hook )

For a short time, and in a very crowded hull of the Helicarrier, Natasha did avoid getting cornered by Hulk. Actual Hulk. She wasn't outside in an open area, trying to fight him one on one. Either way, Captain Falcon isn't lasting too long with even lesser Red Hulk in a 1v1 standoff. Just dumb if they try to go that route.
