What other groups? Beyond having paper, wrote Western Civilization? That has been passed down to the Romans, in art, philosophy and plays?

Initially it was still the clone army, which was highly skilled. Eventually they all died or aged out, and were replaced by conscripts that weren't well trained. Individually they sucked, but the shear numbers made them dangerous.
I think the true power of the Empire was the Imperial Navy.

The whole Robotech United Nations Military / Army of the Southern Cross etc.
Especially versus the Zentraedi.
Took on 50 ft tall aliens who possessed a fleet of 1 million ships and won.
Would continue to fight 2 other advanced alien races afterwords.

We only get to see John Rambo, which is enough by himself, but I imagine the Baker Team mentioned in First Blood was a bad arse unit.
