Was about to mention Hard Target.
Fun little film, in part because of Lance Henriksen (Bishop), Arnold Vosloo (The Mummy) and Wilford Brimly (Diabeetus!) chewing on the scenery. Not GOOD, but better than it had any right to be considering JCVD can’t act his way out of a paper bag.

I've always thought To Live and Die in L.A. was a so-so movie overall but the car chase scene is top notch
I like the the bridge jump/deccelerator scene too. It gave Dar Robinson a chance to show off.
Speaking of Dar Robinson, the end of both Stick and Sharky's Machine would also qualify for this topic.

Since M/TV board has officially labeled it as mediocre, the F-14 scene in Top Gun: Maverick is a lot of fun.

Every time this topic comes up my mind immediately goes to Running Scared. Mid-00s grungey gangster flick with Paul Walker and Vera Farmiga.
I don't remember the film even being particularly bad, but it was forgettable enough that I couldn't tell you shite about it now, with one exception: a hard-right turn in the middle of the movie when one of the kids finds himself in the home of two complete psychos, and Vera's character cranks the badass up to 11 to get him out. The scene has little to do with the rest of the movie plot-wise, but it's a total gut punch as it unravels, and the pacing and cinematography are top-notch. It would have been an outstanding short film on its own.

Not a bad movie, but certainly not a great one...Knockaround Guys with Barry Pepper, Vin Diesel, Seth Green, John Malkovich and Dennis Hopper.
This scene, with Vin Diesel beating the ever living shite out of the local tough guy to "Romeo's Tune" by Steve Forbert.

Highlander
Was a freaking great movie, especially for its time. And yes frick Highlander 2. Best seen in Highlander was The Kurgen driving around with the old lady with the Queen song playing.

13th warrior was not a bad or mediocre movie.
Exactly. I have always thought it was highly underrated.

The highway scene in Matrix Reloaded. A lot of that movie is fun and has some serious potential but it’s pretty disjointed.

The camera work in Highlander is fantastic, but the last fight between McCloud and the Kurgan has a tremendous tracking shot that combines with the score.
Highlander is not a bad-mediocre movie.

The Last Jedi is one of the worst movies ever, but the visuals when Dr. Ellie Satler went to hyperspace through the mothership were top notch.
It should have been Colonel Akbar!
