Couple of reasons I believe this.
- there’s precedent in the comics
- Sebastian Stan is signed on for like 9 movies
- Evans has expressed interest in directing and pursuing other avenues.
So you “kill” Cap and redeem Bucky, let Bucky be Cap for a while, then bring Steve back for this scene

The cash cows want out. Chris Evans (Cpt America) has wanted out for a while now. He wants to get into directing. RDJ made 80 million alone in 2015 off of Marvel so Marvel needs him gone after his contract is up, plus he wants to move on to other things.
