I think Raph had the skills, but was unpolished. But you can't say someone is the best solely based on potential.

Mike was the shite, and had the coolness to not only be hilarious, but also to kick arse doing it. But can the best really be someone who doesn't take it seriously?
Donatello was the brains, but could also kick a little bit of arse. But I agree that he's the weakest of the 4.

I'd have to go with Raph on pure fighting ability. Dude could just unleash the the beast. But, as others have said, he could get goaded into being reckless (ie, Casey Jones fight).

Raph's "bezerker rage" might be out of control, but it was brutally effective. and I love that we're breaking down TMNT.

chucks are hard but not as hard as sais. fact. staff is the easiest. That's why I chose the staff as my weapon of choice.

i think that is the microcosm of raphael. he may have the most physical potential, but he's a hot head who gets himself into shite situations. raphael is the jeff george of the turtles, while leo is tom brady.

Raphael was more like Andre Agassi. If he was focused no one could beat him. Leo was more like Sampras, awesome and consistent, but if he ever faced a focused Agassi (poor analogy because that was rare), he got smoked.

I think most would agree that Raph is the "strongest" of the four. But he just lacked focus, like SFP said.
And just because when he was focused (which was rare) he could kick the most arse, doesn't make him the best. Leo consistently kicks the best arse, thus he is the best overall fighter.

Here's some food for thought. Out of all the weapons the turtles use, the sai is the one primarily used as a defensive weapon. What was Raph's most dangerous offensive weapon then? Himself. No other turtle can say that.
Further, Sais are mainly used to defend against long weapons, specifically swords, so Leo stands no chance against Raphael either way.
