I do not see how you can say definitively they saw the video. That is pure conjecture.

The more probable scenario is that the video was not made available to the NFL at the time Goodell made his ruling and they decided to not pursue it further after the ruling was made. No doubt the NFL could have eventually obtained the video like TMZ did, but TMZ only just now obtained and released it. So the more likely assumption is that the NFL did not see this particular video before making its ruling.

The ONLY thing that can stop the NFL right now is litigation by former players re: injuries they received playing football.
Every team in the NFL had some form of "bounty" system. The Saints punishment was just an overreaching public example to show that the league was doing all it could to prevent head injuries. Why? Because there was a mass litigation suit by former players seeking billions of dollars in damages against the league. It was as much setting up a legal defense as it was punishing misconduct.
Here, I doubt (at least right now) that there will be any class actions filed against the NFL stemming from Ray Rice decking his wife on his own time. Those actions aren't going to bankrupt the league. Thus the reason for the initially (lenient) punishment. One situation threatened the sustainability of the business. The other did not.
Ultimately the NFL is nothing more than a big business. The decisions made by the league are based on one thing, and one thing only, protecting the league's bottom line.

Im not going to speak on this matter but a situation similar.
I am a former Marine who once served with another Marine who got into a fight at a casino. He was a hulk like dude who beat the crap out of 3 Cops.
Somehow he was able to escape due to a mob forming around him watching what was going on.
They identified him through his ID scan on the way in and obviously through all the brawl pics. Police showed up to his base presented the video to our Commanding Officer and SgtMaj.
He was punished by both Military and the State.
This man signed a contract holding himself accountable by 2 governing bodies and therefore can be tried by 2 governing bodies.
A police report is always made available and just about anyone can get one which will describe in detail all accounts of what transpired. With video evidence that narrative is a bit easier to write and a lot more damning.
Due to the nature of what the NFL is and the power the NFL has...because children and millions of people are effected by its dealings much like the Military...excuse me if I dont think the tape was not made available to them. The NFL has is one of the most controlled companies in the world. Im calling BS.

Again because their players are role models and effect children. Because his actions are punishable under NFL rules and contract. Ray Rice himself would have to submit the information to the NFL if they asked for it. Or he would risk tampering with the NFLs investigation.

I believe the NFL gives "implied" orders to journalists who either want the inside favor and extra access and to those who want to keep it
what's sad for jeff is if he bucked the system, screamed from the top of his lungs, he could have gotten some attention from blogs and writers taking a more objective approach

I view this as no harm no foul. Rice never played a down this season or received a paycheck yet since the incident. Goodell may have gotten it wrong initially but got it right eventually and the culture will be forever changed in the NFL as a result. So why the timing matter? It's done.

You can't. However, you can say that they SHOULD have seen the video. Furthermore, without any video somehow supporting her being the actual aggressor (clearly not the case), the 2 game ban should be derided.

They could, at the very least, have asked the casino. If you notice, in both of their denials of having the tape, they have left out any mention of asking the casino for a copy. That is where they lose all credibility.
