If you were doing a list of top 10 home run hitters, would it matter if some guys didn't participate in the HR Derby?
Just think about the volume of dunks, the dunks that impacted games, the explosion to dunk through and over defenders. I could easily see an argument for LeBron being #1.

The in-game case for LJ is strong.
The only guys who have more total dunks than him are post players who generally needed an assist or some type of setup to get the dunk. Whereas so many of LJ's are on drives, adding a predunk level to the degree of difficulty. That's part of why he's over 50% on FGs. So if the criteria is weighted toward utility dunks -- dunks that contributed to winning basketball games, LeBron has to rank high.
Most rankings aren't about that, though. They're more about dunk contests, fast-break dunks, uncontested creativity. But there's no law that a criteria has to be more about this stuff.
