If you really think the examples you gave are comparable to purposefully (maybe?) hitting someone with their car then you have issues.

I feel like there would need to be some level of intent proven. How you do that I don't know, I'm sure any video will go a long way to determining what actually happened.

No relevance whatsoever. Simple battery is a crime without a deadly weapon. If you walked up and takled someone on the street totally naked it's a crime. But not on the field. I am waiting for why the track is different.

Maybe I misread what you said but there is a huge difference from someone running out in front of a speeding car and someone intentionally accelerating into someone who did that.

Or for a technical in basketball? I know yall can quote various driving statutes, but I don't think we've ever seen them applied on a racetrack.
