They seem to be forgetting that Alabama, Florida State, and Oklahoma all self-reported their last set of violations and had the reports issued while USC was still stone-walling from the Reggie Bush stuff.
USC's decided lack of cooperation probably played a part in the stiff penalties, as the NCAA has been getting dogged for years with the "Why haven't you hit USC yet?!?" complaints.
