Unless you are talking about when the USL board did it without legislative approval and were told they did not have the authority to do so.

It was not the USL board that did it, it was the Board Regents after a favorable opinion from the state AG. I preferred USL, but they didn't ask me so

Why the construction delay? I thought those Cajun Field renovations were supposed to be done by the start of the season. Looks like they have a ton of work to do. They run out of money or something?
