There’s no excuse for them to not at least be spending similar to a Cincinnati or Milwaukee, very similar markets in the same division. Fans would absolutely show up there under different circumstances.

Their pitching has been pretty good this year. 4 starters with a whip at 1.25 or less

They do need Cruz to develop into their Bobby Witt. Hayes needs to get back to that 2022-2023 player, with Reynolds returning to his MVP form. At least with that pitching staff, they would have a shot. I do think Horwitz can become a serviceable player, along with Bart/Davis continuing to hit.

Now is the answer to your question. But I suspect they bring in a new front office, feign trying to be competitive for a couple years and then trade him at the 2027 deadline or so.
There is zero chance they hold him through the end of his contract (end of the 2029 season). Even in a scenario where they suddenly become more competitive I think they’d deal him before his last year of control. But I’m sure they’re also cognizant of the fact the fanbase will understandably revolt even harder if they deal him now

I guess I should have phrased my question differently. Not "when does he have max value" because obviously that is now as you said. The right question is when will it most benefit the Pirates franchise from a cost/benefit analysis.
What's the point of keeping him if their team is truly that bad? The only logical argument I can think of would be the fans. They have so many holes and if he can buy them significantly better players at 4-5 positions then I think that would make them better on the whole.

The combination of fan backlash and journalists everywhere standing up and taking notice and MLB possibly doing something is enough for them to wait I think.
Your overall point is correct though I think, if you are operating under the assumption that he’s gone in a few years anyway

You also have to find a team who thinks it could win with Skenes after trading away multiple starting caliber players which is a tough sell for anyone, even if it brought back a great player

That said, why do you think he comes across as an a-hole? Boring, sure. He's a baseball guy whose favorite hobby outside his job of baseball is also baseball. He also comes from a military background, lot of dry boring dudes in that arena. He comes across as a guy who hates being the center of attention off the baseball field and only does the stuff he does because he feels like has some sort of an obligation to at this point (and having a girlfriend who makes her money being the center of attention). But nothing he has ever done or said comes across that he's an a-hole.
