It would have to be massive money outstripping what PSU gets now for PSU to jump to the ACC.
PSU is phenomenal for the BIG when it comes to TV money negotiations. PSU is within a 4 hour drive of Pittsburgh, Philly, Balt, DC, NYC, and Buffalo. Historically PSU always has the highest TV ratings in Pitt, Philly, Baltimore, DC, close second behind ND in NY, but higher than ND if PSU is top 5 and ND is not. MD and Rutgers were added to bolster Baltimore, Washington, and NYC markets to weaken the ACC.
From a geographical POV, the ACC is a better fit because PSU alums generally are in the I 95 corridor from NoVa to Boston, with heavy pockets in Raleigh and Florida. Unless the ACC can pull out crazy money for PSU and ND, I just don’t see it because the money is better in the BIG and the BIG works better for wrestling and hockey which are huge at PSU.
If PSU and ND jump to the ACC, the BIG will see a huge drop in TV revenue since one of their top 2 properties flew the coop and there’s no one to replace them in the mid Atlantic.m

Penn State is not leaving the Big 10, if they did Pitt would replace them.

I could see the following scenario:
Notre Dame, West Virginia, Maryland, and Penn State join the ACC to get it to 16 members
Big 10 kicks out Rutgers and adds Iowa St, Kansas, Kansas St, Oklahoma, and Ok St
SEC poaches a couple ACC schools (probably NC St, Louisville, Florida St, or Georgia Tech)
Texas teams from the Big 12 go out west and reunite with Colorado in the PAC 16

Don’t see ND joining a conference. Unless they have to change their schedule because opponents need to, they will remain independent. They are almost guaranteed a spot in the playoffs now. Yes they will always have to play in the opening round, but they also don’t have to play in a championship game. Would you rather play in the sec championship game, lose and then have to play in the opening round or win all 12 games and play a crappy group of six team in the opening round. I’d take the latter. You will play the same number of games as the teams with opening round byes.

Notre Dame to the ACC I can buy as they're practically there already and with the way the playoff is changing it's in their best interest to join at this point.
I don't know anyone buying Penn State leaving for the ACC. That sounds utterly ridiculous.

OU has a much bigger tv market than Pitt (university)
Dallas, OKC, all of OK - Ohio state and other top schools would love it because it opens up Texas and other southern hot beds for recruiting. How many top recruits are coming from PA every year?
I think the whole rivalry thing doesn't matter any more especially with playoffs shifting to 12 teams that's the only reason I see OU wanting to stay is they are a shoe in virtually every year with the playoff expansion. So it's money or glory essentually

You are dumb! T.V. market is about how many T.V.s in a State. If the population is not large then it will have less T.V.s in that state.
